An employee in F-1 status on Optional Practical Training is requesting that we sign a Form I-983 Training Plan. Who is responsible for signing that document on the university’s behalf and where can I find more information?

Form I-983 is like a performance plan. The document's primary purpose is to lay out concrete "training" goals for the employee. As such, the employee's direct supervisor should take responsibility for both contributing to the plan and signing the document.   


Suppose the employee seeking a STEM extension completed a degree at CU Denver | CU Anschutz. In that case, ISSS is responsible for reviewing the form for sufficiency and ensuring that it is available if the Student and Exchange Visitor Program asks to see it – we would not sign documentation over which we have oversight responsibilities.
